How To Turn Off Government Alerts On Phone

Last night I decided to go to bed a little early... 9PM... I did my 10 minute "Head Space Meditation" for the day... and I peacefully drifted to sleep. At about 9:30PM this sound came out my phone that had my heart rate at well over 180! If you want to hear the sound for yourself... 2nd video below.
I immediately googled how to turn off these alerts! I appreciate the government sending me an alert about flash flooding, but if there could be a gentler way of delivering the message I'd keep the alerts on. Until then these are staying off!
